Paul Minnis takes up the reigns of Senior Commercial Manager at the Golden Valley Development

To help lead the successful delivery of the project, Paul Minnis has been appointed as the Senior Commercial Manager - Major Projects at the Golden Valley Development and Cheltenham Borough Council. Joining the project in May 2021, Paul is leading Golden Valley Development’s contractual and financial responsibilities to deliver the ambitious plans as outlined in March 2020. Specifically, Paul will bring strong commercial development acumen and he is focused on shaping the delivery of the £1 billion scheme.

The recruitment process saw the Golden Valley Development team launch a national and international search which created an enviable shortlist of expert candidates. With over 25 years of experience in the property sector, Paul joined the team after working as the Managing Director - South West Division at Bellway Homes, having held several notable positions with other leading construction companies beforehand. As outlined in the Supplementary Planning Document, Paul will drive the creation of the Garden Community, providing an internationally significant cyber-tech campus as part of the national mission for the UK to be the world’s safest place to do online business.

Excitement for the project is building as the Golden Valley Development recently announced HBD X Factory as its preferred development partner in July. In 2022, the planning application will be submitted for the initial stages of the Development.

Commenting on his new role, Paul said:

“I see the Golden Valley Development as an opportunity to make a positive difference to Cheltenham. Working for such an ambitious local authority and with such a driven and talented group of colleagues presents a refreshing challenge to shape a town’s future in a really significant way. I have a passion for making a difference to wider communities and the Golden Valley Development provides me with that chance, delivering a scheme that will benefit the whole of Cheltenham in terms of housing, jobs and green environment.”

Tim Atkins, Managing Director for Place and Growth at Cheltenham Borough Council and Project Lead for the Golden Valley Development, said:

“This project presents a unique, once-in-a-lifetime opportunity for Gloucestershire and it will bring considerable investment to the region. As the new Senior Commercial Manager, Paul will deliver our shared vision and turn it into a world-class development whilst bringing a wealth of commercial development experience to our team. We were looking for a person with exceptional enthusiasm, drive and determination for this project and Paul is the ideal fit to see this through.”

The Golden Valley Development is a £1 billion project that will play a key role in Cheltenham’s economic recovery, with opportunities for almost 12,000 jobs, 3,700 homes and new open spaces and leisure facilities. Cyber Central UK, a hub for UK cyber growth, innovation and emerging technology, will provide networking opportunities to businesses of all sizes and a place to inspire the next generation of talent. The 200-hectare site will be located within a stone’s throw from the iconic GCHQ “doughnut”, generating huge interest for support and investment in the project.
